Reyna Shepherd lost her father at a young age. She moved in and out of multiple orphan placement homes until the age of 9 when she inadvertently stole from the villain known as “The Turtle”. The Turtle took pity on the orphaned girl and ultimately raised her as his own.
Reyna later joined the police academy with the idea of becoming an inside man for for the Turtles criminal endeavors, but the memory of her real father caused a change in heart for Reyna and she turned on the Turtle. The Turtle was incarcerated, but due to a twisted feeling of love for Reyna, the Turtle forbade anyone from harming her.
Reyna took on the persona of FoxCrow to pay penance for the wrongs she had done. She now protects the city of DarkWater from anyone who might harm it’s denizens.

- Reyna's real father was Detective Alan Shephard of the DarkWater police department
- Reyna's surrogate father (The Turtle) gives FoxCrow information when needed, but his motives for doing so are dubious at best
- Reyna took the name FoxCrow so she would never forget how her father died
